Imagick is unable to work with PDFs (WordPress PDF thumbnails cannot be generated)

When using PHP 7.4.1 on macOS and Windows (Linux unconfirmed), WordPress is unable to generate PDF thumbnails.
When calling Imagick directly to read a PDF, PHP errors/warnings are shown.
This appears to be a compilation/bundling issue on Local's end.

It's worth noting that Imagick is showing that it supports PDF's in phpinfo(), but when actually trying to load in a PDF, it shows errors similar to those above.
